Carriage of Special Goods(Domestic Carriage)
Special cargo
Special cargo includes time-sensitive goods, biological products (non-dangerous)), plants and plant products or plant origin products, live animals, human remains , coffins, dangerous goods, fresh and perishable goods, valuables, firearms and police equipment and accompanied goods, etc.
Rules for acceptance and carriage:
Carriage of special cargo shall be subject to prior consent of Xiamen Airlines and advance arrangement of the flight and travel date. Carriage of special cargo shall be in compliance with the regulations for carriage of regular cargo as well as the following rules.
Time-sensitive goods
If the shipper requires immediate delivery of cargo, such cargo may be carried as time-sensitive goods upon the consent of Xiamen Airlines and specified freight charges shall be paid.
The shipper shall clearly indicate the airports of origin and destination, and the companies, names and full addresses of the shipper and the consignee. If an old package is reused, all old tags and labels on the external package must be removed.The carrier is not responsible for checking whether the internal packaging of the consigned cargo meets the requirements.
Biological products (non-dangerous)
Without special permission from CAAC, Xiamen Airlines does not accept the carriage of biological products harmful to humans, animals and plants, such as bacterial strains and media containing bacteria.
The shipper shall provide proof that biological products obtained from artificial manufacturing, purification and sterilization treatment, such as vaccines, bacterins, bacteriophages and serums are sterile and non-toxic
Plants and products of plant origin
The shipper shall provide a valid Plant Quarantine Certificate issued by a local animal and plant quarantine authority at the county level or above when consigning plants and products of plant origin.
Live animals
a) Live animals may be shipped in compliance with applicable national regulations. The shipper shall provide an immunization certificate and Animal Quarantine Certificate issued by a local animal and plant quarantine authority at the county level or above. For animals under national protection programs, a transport permit issued by relevant governmental agency must be provided; for animals within the scope of market management, a certificate issued by the competent market management agency must be available.
b) The shipper shall complete the Consignment Certificate for Carriage of Live Animals.
c) The shipper shall provide a cargo attendant for live animals that require special care and feeding or are carried in large number.
d) Containers for live animals shall be suitable for loading/unloading, animal characteristics and air carriage, designed to prevent attacks and/or escape of the animal, providing access to the outside environment, and ensuring good ventilation to prevent suffocation. The container shall be designed to prevent leakage of animal waste.
e) The external package shall be marked with the instructions for animal care and carriage.
f) The shipper and consignee shall conduct the consignment and collection formalities for the live animal, and shall be responsible for animal care before the shipment and after the arrival of such animal.
g) In the case of carriage of live animals with special requirements, the shipper shall provide instructions or on-site guidance to the carrier.
h) Transport restrictions:
1) Unless otherwise agreed, Xiamen Airlines does not accept animals for combined transport;
2) Xiamen Airlines does not accept the carriage of pregnant animals and animals that have given birth within 72 hours before the departure of the flight, unless a statement certifying that it's impossible for the animal to give birth during the course of carriage has been obtained from a competent agency. However, Xiamen Airlines shall bear no liability for the safety of such animals.
3) Xiamen Airlines' passenger-cargo aircrafts do not accept the carriage of reptiles, unless prior consent has been obtained from Xiamen Airlines.
Human remains
a) The shipper shall present the death certificate issued by a competent authority and the cremation certificate issued by a competent funeral service authority.
b) The human remains shall be placed in a sealed plastic bag or other sealed container and contained in a wooden box inside a cloth bag.
Coffin
a) The shipper shall present the death certificate issued by the hospital, embalming certificate issued by a revelant funeral service authority, death notarization issued by a relevant notarization agency and transport permit issued by relevant governmental department in order to complete the coffin consignment procedures.
b) The human remains must be non-contagious.
c) The human remains have been embalmed.
d) The human remains shall be placed in a sealed thick plastic bag, and then put into a sealed metal box lined with water-absorbing material, such as sponge. The connecting positions of the metal box shall be soldered with zinc welding rods and free of any leaking spots to prevent the escape of gas or leakage of liquid. The metal box shall be placed inside a wooden box equipped with handles for loading/unloading.
Dangerous goods
Dangerous goods are prohibited from carriage on Xiamen Airlines domestic, regional and international flights, except for those included in Permission for Transport of Dangerous Goods by Air issued by the Civil Aviation Administration of China. Except for the extent permitted by Technical Instructions for the Safe Transport of Dangerous Goods by Air (DOC 9284) issued by the International Civil Aviation Organization (ICAO), dangerous goods are prohibited from carriage by baggage or mails.
Carriage of dangerous goods shall be in compliance with the Technical Instructions for the Safe Transport of Dangerous Goods by Air (DOC 9284) issued by the International Civil Aviation Organization (ICAO), and the Civil Aviation of China Transport of Dangerous Goods by Air (CCAC- 276).Ammunition:
Without special permission from CAAC, Xiamen Airlines does not accept the carriage of ammunition.
a) Ammunition is listed in the Special Controlled Goods Catalogue.
b) When consigning ammunition, the shipper shall present the transport permit issued by the public security bureau at the municipal or county level at the place of departure or destination, or an approval document issued by a competent national authority.
c) The ammunition must be securely packed and sealed.
d) The ammunition and the weapon shall be packed separately and delivered on different flights.
Fresh and perishable goods
a) When consigning fresh and perishable goods, the shipper shall inform Xiamen Airlines of the allowable longest shipping time, storage and transport instructions and complete the consignment procedures at the agreed time and location. Unless otherwise agreed, the shipping time for fresh and perishable goods shall be no less than 24 hours (starting from 2 hours prior to the scheduled departure time of the flight booked).
b) For fresh and perishable goods subject to quarantine as required by government regulations, the shipper shall provide a quarantine certificate issued by a relevant authority.
c) The packaging of fresh and perishable goods shall be suitable for the nature of the goods and designed to prevent damage or contamination of the aircraft, equipment or other goods.
d) For fresh and perishable goods requiring special care, the shipper shall provide necessary instructions and assign a cargo attendant if necessary.
e) The shipper or consignee shall pay for any expenses arising from necessary protective measures taken by the carrier during the transport and storage of fresh and perishable goods.
Valuables
a) Valuables include precious metals like gold, platinum, iridium, rhodium and palladium and their products; various jewelry, jade ware, diamonds, pearls and their products, precious historic relics (including ancient calligraphy, paintings and antiques), cash, securities, and items worth over RMB 2,000 per kilogram of gross weight.
b) Valuables shall be packed in a firm, tight packing box wrapped with “#”- shaped metal packing bands and there shall be a seal at the connecting portions. The external package shall not be made of paper.
Firearms and police equipment
a) Firearms and police equipment are listed in the Special Controlled Goods Category.
b) When consigning firearms and police equipment, the shipper must present the transport permit issued by the security bureau at the municipal or county level at the place of departure or destination or an approval document issued by a competent national authority.
c) Firearms and police equipment must be packed in a secure, tight and sealed manner.
Escorted goods
a) Packaging of escorted goods shall be in compliance with the packaging requirements of the carrier.
b) The cargo attendant shall meet the requirements of the carrier regarding escorted goods and be responsible for the safe transport of the cargo. The cargo attendant shall perform the following duties:
1) Be responsible for the custody of the cargo on the ground.
2) Provide guidance on the loading and unloading of the escorted goods.
3) Be responsible for the custody of the escorted cargo during the air trip or at a stopover point.
4) Decide how to handle the cargo in case of flight irregularities, damage to the goods or other accidents.
c) The cargo attendant shall purchase a ticket and complete the check-in procedures.
d) The carrier shall help the cargo attendant complete the escort task.
e) The external packaging of the escorted goods shall display an “Escorted Goods” label.
f) The “Storage and Transport Instructions” field in the air waybill shall be marked with Escorted Goods and the escort date, flight number and valid ID card number of the cargo attendant.
